São Paulo, February 2020 – The city of São Paulo is betting on facial recognition to curb criminal activity during Carnival. Cameras will be installed at key locations along the Carnival parade routes, as well as at the Sambadrome. This decision comes at a time when the technology is being questioned in various parts of the world due to concerns about data protection. This debate will also be on the agenda during the ESS Congress at the 23rd Exposec – International Security Fair, which takes place from April 14th to 16th at São Paulo Expo.
The system gained prominence last year during the 22nd edition of the fair, and is back in the spotlight with growing interest, especially from the public sector, in its use. The first Brazilian city to test facial recognition was Salvador. In the capital of Bahia, the intention was to identify and arrest people wanted by the police. In São Paulo, the goal is to curb robberies and violence during Carnival.
Public safety is certainly among the main social demands at the moment, according to Carlos Fernando Santos, Commercial Manager of RELM CHATRAL Telecomunicações, a company that will be showcasing new products at Exposec. And to meet this social demand, seeking increasingly effective results, the Military Police has been investing in the qualification of its human capital, with new work methods and the use of new technologies.
According to Fernando, in recent years, the use of body-worn cameras to record police actions has also become widespread in major police forces around the world. “The use of this equipment in daily police work has sought to improve the body of evidence of illegal practices, contributing to the effectiveness of criminal prosecution; protecting police officers in cases of false accusations; increasing transparency and oversight of police actions and the use of force; and mitigating the reaction of people in conflict with the law due to the perception that they are being filmed and, consequently, reducing the need for the use of force by police officers.”.
Bank with 30 million photos
During Carnival, São Paulo police will use a security system that compares images of suspects in videos and photos with a database of 30 million photographs. Initially, however, the installation of real-time recognition cameras is not planned.
This will be the first time that São Paulo's Carnival will have a facial recognition computer to help the police identify the faces of criminals and crime suspects, as well as help locate missing persons. The equipment will start operating on February 15th, when the pre-Carnival street festivities officially begin in the city.
Drones in security
Nearly 800 street parties are expected at this year's festival in São Paulo, with over 15 million revelers. Therefore, the security system will also include, for the first time, drone monitoring with cameras that will aid in the special scheme to track street revelers. This measure will help identify crimes such as thefts, which are very common at this time of year amidst the street parties.
