The Smart Sampa program's main purpose is video surveillance, incident tracking, and a multi-agency dispatch system for the city of São Paulo, and will include at least 20,000 cameras by 2024. In addition to integrating the actions of CET (São Paulo's traffic engineering company), CPTM (São Paulo's commuter rail system), Metro, SAMU (emergency medical service), GCM (São Paulo's municipal guard), and the Military and Civil Police, the dispatch system will be advanced and will allow multiple agencies to be activated simultaneously, prioritizing the one closest to the incident location, ensuring faster service to the public.
Several alerts can be received, such as notifications of women victims of violence, through a dedicated app with a panic button, dispatching the nearest patrol car to the location. In this way, we will have a more efficient and agile provision of municipal and state services in emergency medical care (SAMU), traffic (CET), and mobility (SPTrans, CPTM, and Metro), in addition to even more preventative public safety.
Smart Sampa will allow the creation of a communication channel with the population, tracking markers in public posts, hashtags, mentions of public bodies, and comments on posts in the official channels of municipal services, in order to identify the demands of citizens, such as potholes in the roads, flooding, traffic congestion, urban cleaning, public lighting, signage systems, and other situations that require intervention from the public authorities.
This action will enable public management to respond to the population's demands more quickly, since various areas will be integrated. It will be possible to measure levels of satisfaction and dissatisfaction and, based on these findings, create targeted actions and public policies.
*Data security and privacy*
The program will comply with the General Data Protection Law (LGPD), using information only for public security purposes, in a confidential and secure manner. The new platform will feature an advanced data protection and access control system, preserving all stored information. Data will be shared with the Judiciary and other public bodies when officially requested. Stored information that is not requested within a maximum period of 30 days will be automatically deleted from the system.
